In https://github.com/owncloud/core/blob/master/core/js/setupchecks.js there are two anchor links to #admin-tips, which does not exist in the General section.

Should at least be replaced with a link to /index.php/settings/admin?sectionid=help
or even better to
https://doc.owncloud.org/server/10.2/admin_manual/configuration/server/harden_server.html#enable-http-strict-transport-security and
https://doc.owncloud.org/server/10.2/admin_manual/configuration/server/harden_server.html#use-https respectively
