highway=track with surface=paving_stones should result in paved style rendering, not unpaved style rendering #6691

EDIT: I understand cobblestones, but paving_stones are generally considered as a paved surface for most purposes.

#2847 explains why, and I think we made the right decision re: which tags get a bumpy casing.
