• Add troubleshooting link in explain API response when action errors occur (Implementation is available after official doc updates )

• Refactor code structure and logic

In error prevention, we should be able to identify the current stage of the index (hot, warm, cold), some actions are not runnable for warm/cold stage.

Considering enforce adopting the error notification feature, or other effective way of notification when user wants to enable error prevention.
