Clarify Rollup action validation conditions.

Meta Feature

Validation Conditions
Index management plugin supports both individual rollup job and non-continuous rollup action in index state management policy. This implies rollup creation and execution conflicts. The document and usage of rollup is also confusing to users.

We should consider Rollup configuration enhancement first then add validation conditions here.
ISM Error Prevention does not validate rollup action at current stage.
