Clarify Shrink action validation conditions and implement it.

Validation Conditions
The process of shrink action includes shard moving, node lock and sending requests to OSCore. The cost of dry-run these steps is high. Since we fixed the shrink action bug recently, there is no enough data to reflect the essential steps to prevent shrink errors before this action execution.

ISM Error Prevention does not validate shrink action at current stage.
