[UX] Plugin augmentation feature enablement and object limit #175

As an administrator who is concerned about system performance and resource planning, I want to turn off the augmentation visualizations with plugin objects feature for all users without deleting data, so I can rest easy that detectors and monitors are not using critical indexing resources.

Describe the solution that you'd like

Global cluster settings can be set in the .yml file. When the feature is turned off globally, the setting will not appear in the UI. When the feature is available on the cluster level, an administrator can toggle the feature and set a limit of object created per visualization in the UI. Plugin augmentation is enabled by default.

Screen 1: User selects Stack Management from the main navigation menu, then selects Advanced settings .

Screen 2: Under the "Visualization" section, user can toggle on or off the plugin augmentation feature (OuiDescribedFormGroup). Default is "enabled".
