[META] OpenSearch Dashboards augmentations with plugin objects

Context

This is a meta issue for UX work related to making plugin objects available in OpenSearch Dashboards based on this feature proposal for Alerting and for Anomaly detection on this feature proposal and the RFC.

This is an integrated solution that allows users to quickly create, run and view alerts and anomaly results from a Visualization. As the source data and metrics are defined when visualization was created, adding and managing an alerting monitor or an anomaly detector can be simplified and made easily discoverable. Customer can focus on what is outside of the bounds of normal for a time series visualization.
