OpenEthereum is outside of the current scope for Parity's BugBounty program. Unfortunately, this means that this Security Policy needs to go. I urge other OpenEthereum stakeholders to come up with a replacement policy ASAP, and will glad to provide help in setting those processes up/sharing some templates and accumulated knowledge.
