This is part2 of "Workflow Consistency / Simplification Updates in All Workflows".

This PR is to improve workflow consistency / simplification updates in all workflows.

• Unifying naming conventions of workflow files here
• Unifying workflow job names with RPM one for references
• Simplify workflow integTests by utilizing the setup_runner_service.sh scripts
• Add a setup_runner_service_windows powershell script for windows env
  (windows GitHub runner default shell is set to powershell: https://github.blog/changelog/2019-10-17-github-actions-default-shell-on-windows-runners-is-changing-to-powershell/)

Issues:

• DEB KNN issue has been fixed for next release: Add Github action to build library artifacts k-NN#170
• RPM Alerting is ongoing and alerting team still working on it: https://sim.amazon.com/issues/CloudSearch-12116
• SQL / SQL-NoSec are going to work in next release as we are running integTest 1.9.0.1 against 1.9.0.0 plugin
• AD only works in AD-NoSec and fail in AD, expected as changes only in master branches
• AD Kibana will not work now
• Windows ISM-NoSec issue has been reported to Drew to open a ticket:
  [BUG] Windows tests failing index-management#265

Update 20200803:
Since this task it bigger than I thought, DOCKER will be moved to part3.
