Hello the current PyMySQL version is 0.10.1, could you bump the current version lock from 0.9.3 ?

Upgrade opentelemetry-instrumentation-pymysql for latest available PyMySQL version

Describe alternatives you've considered
Downgrade my project to PyMySQL 0.9.3 which was released on Jan 8, 2019 , old release more than 1 year and a half ago.
