[connector/datadog] Clean up feature gate #31416

Move feature gate connector.datadogconnector.performance to stable stage and remove use of the feature gate.
Also mark datadogconnector as no longer mutating trace data.

`APMStatsConsumer` and the related code path is no longer in use since
#31416.
This cleanup should be a no-op and not visible to users.
