[chore][connector/spanmetrics]: replace github.com/tilinna/clock wi…

…th `github.com/jonboulle/clockwork` (#34226)

**Description:**
- replaces `github.com/tilinna/clock` with
`github.com/jonboulle/clockwork` in `spanmetrics connector`
