net: add SocketAddress.parse

Adds a new `net.SocketAddress.parse(...)` API.

```js
const addr = SocketAddress.parse('123.123.123.123:1234');
console.log(addr.address);  // 123.123.123.123
console.log(addr.port); 1234
```
