  1. Use EvidenceKind in sql recovery db 

    Previously `AttestationEvidenceOneOf` was used in sql recovery db. This
prevented decoding the legacy EPID based fog reports. Now `EvidenceKind`
is used which allows the decoding of legacy EPID fog reports.
