Tracked upstream by #8272 in the Modernisation Platform repository.
This PR renames all occurrences of
platform_versions.tftoversions.tf.This change will not functionally affect how customer Terraform code executes. It will, however, move the management of this file outside of requiring the @modernisation-platform to approve changes. Customers will now be able to manage their own provider versions without our oversight.
