With windows-latest pool pointing to windows server 2022 image, some old windows sdk versions were not provisioned and caused pipeline build to fail. This change updates the project target version to Windows 11 sdk(which aligns with the AppInstaller package winget is shipped with).
edit: the team has not fully moved to use vs2022 yet so setting the vm pool back to windows-2019 for now.
