chore: update all http to https to resolve WS1262 security vulnerability

Description

This resolves an incorrect link to http://github.com/microsoft/fast, and all links should use https going forward. Details on this error can be found on https://webscout/#/scans/757563/issues?issueId=3692645 Additionally, to simplify and for consistency I've updated all links.

Motivation & context

Resolved a high-security vulnerability found on WebScout.
