Do you have OneDrive backing up your 'C:\\Users\%USERPROFILE%\Desktop' directory? Because when OneDrive started removing all my local files to "save space and store them on the cloud" all kinds of errors, including this one, showed up but here is my output after running sfc:

C:\Windows\System32>sfc /scannow

Beginning system scan.  This process will take some time.

Beginning verification phase of system scan.
Verification 100% complete.

Windows Resource Protection found corrupt files and successfully repaired them.
For online repairs, details are included in the CBS log file located at
windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. For offline
repairs, details are included in the log file provided by the /OFFLOGFILE flag.

After running "sfc" and disabling OneDrive Backup settings, the problem fixed itself.

I think I fixed it just now. Seems the network adapter for WSL was missing. I uninstalled WSL completely and did a full reset of all Windows network settings. After the reboot, re-installation of WSL and another reboot, I now have a network adapter vEthernet (WSL) and I was finally able to install Ubuntu.
