annotation update for JGI annotation 5.3

bump annotation version and file type enumerations in workflow and import configurations

Depends on

• annotation update to 5.3 -genomad mg_annotation#36
• IMG 5.3 update - databases mg_annotation#37
• add genomad file type enumerations nmdc-schema#2182

target: Nov 2024. schema updates wouldn't be in production until monthly release on 11/18

We do have final info from Marcel. There is a delay in one of the files but we can move forward on the other tasks.
