Create notebook for migrating data from nmdc-schema 8.1.2 to 9.0.4

Summary of changes

• Created a Python notebook for migrating Mongo data from nmdc-schema 8.1.2 to 9.0.4
  • Began as a copy/paste of the 8.0.0 to 8.1.2 notebook
  • Updated the dependency installation step to use nmdc-schema==9.0.4 (instead of 8.1.2)
  • Updated the notebook heading (including the hyperlinks within it)
  • Documented a workaround for Transformation function raises FileNotFoundError regarding data YAML file nmdc-schema#1310
  • Implemented a workaround for Two transformation functions do not return the transformed dictionary nmdc-schema#1311

I am merging this branch into main without review. The notebook it contains is mostly a copy/paste of one that has been reviewed. The parts that aren't a copy/paste are noted in the PR description. This notebook does not impact the runtime, itself.
