Switched to the raw version of Issues badge

Its introduction solves the issue of having mixed-language content in an otherwise fully localized page. This primarily concerns the SK and RU counterparts, but EN was changed as well to maintain the consistency among all versions of README documents. See badges/shields#321 for details.
