Thank you for your contribution, but I'm afraid I'm not in favour of this change. I think the usecase it tries to solve is very much an edge case, and it comes at the cost of yet another option in Synapse that we have to maintain (and make sure that it doesn't interfere with any other functionality); and the list of options for Synapse is terrifying for new users anyway.

I'll leave this open for now in case anybody strongly disagrees, but I'm minded to close it.

IMO this feature is useful for servers with a medium performance. They can handle a few large rooms. But if all users has access to any room the database could become very large and the performance may become bad.

The only feature I can think of that may be an issue is an global option like "allow admins almost everything / no rate limiting for admins / ...". But I may be wrong.

the list of options for Synapse is terrifying for new users anyway

I can try to reformulate the complexity part in the config file to shorten it; i.e. describe parameters first, and then list them.

ok, fair enough. I can see the point, and it's a nice patch.

for the tests, could you add some docstrings describing what they are testing?

Removal warning
---------------

As outlined in the [previous release](https://github.com/matrix-org/synapse/releases/tag/v1.18.0), we are no longer publishing Docker images with the `-py3` tag suffix. On top of that, we have also removed the `latest-py3` tag.
