This PR adds the BSD-3-Clause license specification for the project. It also changes the referenced license within the
setup.pyfile. I tried to follow the convention used at https://github.com/manubot/manubot/blob/main/LICENSE.md while balancing a possibly different audience. Please don't hesitate to let me know if we should change anything, thanks!References #55
