Delete the deprecated gcp-deployer directory. #429

What this PR does / why we need it: Removes deprecated code.

Fixes #230

Special notes for your reviewer: As per #230 we had been waiting for integration tests to land before deleting this directory, but the PR for those tests has stalled out. Meanwhile, we are making progress on moving cloud specific code into new repositories. Before removing the cloud/google directory from this repository we need to remove the gcp-deployer directory.

Release note:

Removed the gcp-deployer directory.
