There is currently a proposal open for lb provider here: kubernetes-sigs/cluster-api#4389

The current plan is to include it optionally in CAPI v1alpha4. I would like to see this implemented in CAPO with the v1alpha4 release.

For now, we have to wait until there is consensus on the proposal and the implementation in the CAPI main repo is done. This issue tracks the ongoing work.

lb provider won't make it into v1alpha4 so we don't need it for v1alpha4 anymore
