Expected Behavior

Have automated release based on weekly cadence.

The Prow job running the automated release build must not use the knative-test bot as per #2555.

Actual Behavior

Releases are manually cut and no pre-defined cadence.

Add support to automated "dot" releases in release.sh (#2712)

The feature lives in the vendored test-infra repo, thus the update.

The relesase documentation is updated with instructions on how to create incremental build releases.
