I had a need to customize system proxy to allow providing bypass rules.
In my case I wanted to track localhost traffic and it's bypassed by the system proxy by default: https://chromium.googlesource.com/chromium/src/+/HEAD/net/docs/proxy.md#implicit-bypass-rules

It address: #915 and probably: #954

I've tested it, and it works as expected.
