Deterministically find tip amounts, add meta to stake info, and cleanup pubkey/strings in MEV tips

Additions

• Stake meta + merkle roots shall be deterministically produced by only using the snapshot. Remove RPC url.
• Always produce the entire merkle json, but continue to only upload roots for accounts the provided key has authority to upload for.
• Use pubkeys inside structs and remove strings everywhere. Use serde serializer/deserializer to convert to/from strings.

TODO:

• ensure that the same merkle root can't be uploaded on-chain twice after claim
• get tests working by making rpc client optional
