Is your feature request related to a problem? Please describe.
The XML policy drop action drops a single element, but if there is a nested pass element, that one is then retained. However, in some cases, an entire subtree needs to be pruned.

Describe the solution you'd like
Add a prune action that removes an entire subtree even if there might be elements to be pass-ed inside.
