Regressed by #6086. Prevents disabling xwayland support in wlroots independently from Hyprland.
Also, affects unusual downstream packaging. For example, FreeBSD uses shared wlroots (with sway-git) to aid debugging and avoid leaking wlroots implementation details into hyprland package.
