Proposed change
Exclude modbus from diagnostics hassfest check, since modbus can't implement diagnostics, because it's not using a config flow. This is because modbus is considered a protocol integration according to ADR-0010 and thus is not required to have one.
Since modbus fullfills all other platinum quality requirements, it would make sense to not remove the scale, but to make an exception.
Once modbus would implement a config flow, it would be nice to eventually see the diagnostics being implemented, but to relieve the migration, we should not require it right away imo.
