Updated go-azure-sdk/resource-manager/redis from 2023-08-01 to 2024-03-01 (#26797)

Description

Updated github.com/hashicorp/go-azure-sdk/resource-manager/redis package from 2023-08-01 to 2024-03-01 so support for properties.disableAccessKeyAuthentication can be added (#26797).

• Replaced all occurrences of github.com/hashicorp/go-azure-sdk/resource-manager/redis/2023-08-01 with ../2024-03-01
• Ran go mod tidy and go mod vendor
