COMPLETE THIS ISSUE after the other glossary issues are done

There was a glossary issue (#409) a year or so ago to create a glossary of terms and definitions for the website to make it easier for users to understand difficult legal language. Now we are discussing how to create tool tips to implement this glossary.

This issue (1088) is asking for the same thing as #478. When 478 is done, this issue can also be closed as they are the same issue.

• Discuss with content and dev
• Create list of words and definitions that would appear on the site for the tool tips (prep for Dev)

• remove dependency on Design Glossary / Tool Tips #1089 and move it to New Issues waiting for approval

Gotcha @sydneywalcoff . We have to get through the glossary issue first. There has been some progress but it's low prio/after launch prep 1. If you want to build out anything now, go ahead with the idea that it would be for any legal terms or complicated terms that may need definitions.

So this would be the last issue after the other glossary issues, to create the list (and anything needed) for dev handover. .. as I understand it?
