This adapts to the new XML structure of the severities in OSP. It reads only a single severity at this point.
Also add these to the vt_severities table.

Adapt to changes in OSP about the location of the vt severity.
Also create and fill the new "vt_severities" table. It is not used yet,
but prepares to be able to have multiple severities for a VT.
