testing: set skipLibCheck to false for ts install test

Relates to #532

Looks like our test fixture was wrong from the start! Although I'm still unsuccessful in reproducing, it may be that it was resolved in #541

• Tests and linter pass
• Code coverage does not decrease (if any source code was changed)
• Appropriate docs were updated (if necessary)
