Static files in /content not language aware #5759

This issue is about static files inside a content folder, i.e. non-content files that are not part of any bundle.

This is related to #5758 -- and the current behavior stems from the time where we had only one content folder and these files did not have any language context. So the documents below would behave as if they lived inside /static:

content
└── documents
    ├── m1.pdf
    └── m2.pdf

That made sense. However, with a content root per language, the current behavior does not make so much sense anymore.

content
├── en
│   └── documents
│       ├── m1.pdf
│       └── m2.pdf
└── fr
    └── documents
        ├── m1.pdf
        ├── m2.pdf
        └── m3.pdf

With the above example, the only sensible behavior would be to publish them below their respective language roots.

The main motivation of this commit is to add a `page.Page` interface to replace the old very file-oriented `hugolib.Page` struct to prepare for gohugoio#5074, "pages from other data sources".

But this also fixes a set of annoying limiations, especially related to custom output formats, and shortcodes. And it's faster.
