This PR backports the GLTFDocumentExtension system, including #66026, #66094, #67428 #68981, #69022, #69925, and part of #52802 to Godot 3.x (still only works in editor builds, not in game templates).
This allows extending the GLTF importer either in a module or in GDScript (probably GDNative too). I have tested in GDScript and also tested backporting the physics PR (not included in this PR).
