Reverts #64728.

Fixes #66704

Reopens #64726

The dependence on the size of the floor shape in #66704 seems to indicate a deeper underlying issue, which should be investigated in the future. In the short term we choose the lesser evil.

Note that even if this was not originally intended, we can also leave #64726 closed and consider it the new default behavior. As long as it is consistent.
