I think the merge sequence should be

• sdformat (homebrew and release)
• gz-sensors (source, then homebrew, release, gazebodistro)
• gz-physics (source, then homebrew, release, gazebodistro)
• gz-sim (source, then homebrew, release, gazebodistro)
• gz-launch (source, then homebrew, release, gazebodistro)

gz-sensors and gz-physics can be merged in parallel.
