What this PR does / why we need it:
It doesn't allow to import a module that is importing the current structure.
It detects a circular dependencies and prevents never ending cycle.
Adds a simple TestResourceHandler that could be used to mock the implementation of the ResourceHandler interface.

Which issue(s) this PR fixes:
Fixes leftover todo from PR #87, and Issue #94

Special notes for your reviewer:
I left a TODO in the cmd.go and I would like to discuss what is the best approach here.

Release note:

Circular dependencies are prevented with an error.
