[webview_flutter_platform_interface] Updates platform interface to new interface

• Copies webview_flutter_platform_interface from v4_webview branch.
• Updates pubspec.yaml, CHANGELOG.md, and README.md`.
• Adds publish_to: none to pubspec.yaml.
