Fix eth_getLogs bugs

Note:

Logs need to be converted to objects via JSON.parse(JSON.stringify(x))
because the Log object's logIndex type is a number where here we need
to set it to a string (the hex encoded number).

Fixes:

Note:

LGTM! @willmeister probably good to look it over though.

Also the biggest thing that needs to change here is our current internalTxReceiptToOvmTxReceipt(...) is quite broken and should be updated
