Integrate Allocation into MonthConfig #440

Allocations need to be integrated into MonthConfig as a field.

The Allocation resource as a whole needs to be deprecated at that points and the API controller updated to translate from MonthConfig so that there is one single source of truth storing the allocation amount.

This will also need a manually written database migration.
