Since we're pretty sure of Josh's patch over on enigma-dev enigma-dev/enigma-dev#1587 for Protobuf 3.7, I want to make sure everything continues building smoothly over here on RGM. The Protobuf issue is really the only reason for updating the submodule at this moment.
