upgrade Ava from v3 to v4 or v5 #1300

Ava 4 has improvements to ergonomics. agoric-sdk is on v4 and since many developers work in both the repos it would help for them both be updated.

Here's the PR that did it in agoric-sdk Agoric/agoric-sdk#5793

Note that Ava 5 is in beta so if it may make more sense to go all the way to v5 when doing this work.
