Fixes #6449.

This PR simply allows HEAD requests even if the kbn-version header is not included (similar to how GET calls work).

The error in the test is caused by this line: https://github.com/lukasolson/kibana/blob/26c61d5d08ea90a226b9984d586a891e48e077d0/src/server/http/__tests__/xsrf.js#L33

Hapi converts HEAD requests to GET requests for the purpose of route matching, so that HEAD and GET requests are (ideally) handled the same way. So, just add a filter to that array to remove HEAD and you should be good.
