oh yeah, I should have commented on this haha. Yeah this was actually a bug I think haha. I moved the noKibanaPrivileges user up into the test case above this because it's exactly the same as the other users. I think the reason we had to split it out before was because the way we had the security plugin still managing the saved object permissions. This was causing a 404 on the delete all comments instead of a 403 which is what all the other users were causing. The only difference between this test and the one above is that the delete all comments was causing a 404 instead of the 403.

This PR adds a few happy path tests to the security solution API tests when using a basic license. This is just to ensure that when a user has a basic license they can still interact with the Cases APIs since the sub feature privilege won't be used (it's only allowed in gold or higher).
This also fixes a test failure related to a user without any permissions for interacting with cases. The user should have been receiving a 403 like the rest of the users instead of a 404. We were getting a 404 because of the way the feature was defined for the fixture plugins.
