Describe the feature:

When Vega is migrated to use mapbox-library, it will use vector tiles for EMS-baselayers. #78395

This means it should be able to use on-prem EMS.

Describe a specific use case for the feature:

air-gapped users can use Vega-map visualizations

In practice, this would really mean removing the dependency from Vega on maps_legacy, which will require exrating all the EMS-settings from maps_legacy. Will create new plugin maps_common .

The main issue with this is that the sample-flight-data contains a Vega-map. That vega-map (and the sample dashboard) then breaks when users deploy on-prem EMS.
