Steps to reproduce:

  1. Add xpack.index_management.enabled: false to kibana config file.
  2. Navigate to Stack Management via the nav menu. Note that ILM is still enabled when it should not be.

This was tested on 7.11BC and master, but I'm not sure when the regression initially occurred.

I think this might be a regression leftover from NP migration (#61915). I checked on 7.10 and can reproduce there as well. You can see prior to NP migration we checked if the Index Management plugin is enabled in addition to ILM. Now, it looks like we only check if ILM is enabled.

@alisonelizabeth I think you're right, I think this was a regression introduced via the NP migration specifically via #63255, which shipped with 7.8.0.

Closing this since disabling plugins has been deprecated and will be removed in 8.0

I'm reopening this issue as @cjcenizal said we want to maintain support for disabling our apps. We'll probably want to check if this issue still exists.
