ILM is still present after disabling index management

Describe the bug:
According to test T585308, disabling the Index Management app in Kibana should also disable ILM interface.

Steps to reproduce:

1. Add xpack.index_management.enabled: false to kibana.yml
2. Restart Kibana and log in as super user
3. Navigate to Stack Management application
4. Index Management is gone but Index Lifecycle Policies remains

Expected behavior:
Index Lifecycle Policies should not be available
